East West University and Map of Justice Organise Workshop on Legislative Quality and Good Governance

Map of Justice, in collaboration with East West University (EWU), organised a workshop titled “Legislative Quality and Good Governance: A Workshop on Legisprudence” on 9 October 2026 at East West University. The workshop brought together university lecturers, law students, graduates, legal professionals, and participants from different academic institutions to explore legisprudence, legislative drafting, and law reform research.

The workshop aimed to familiarise participants with the principles of legisprudence, the lawmaking and reform process in Bangladesh, and international best practices in legislative reform. The programme combined expert-led lectures with practical exercises and presentations, providing participants with both theoretical knowledge and practical experience in developing effective legislation.

The workshop commenced with an opening ceremony attended by Dr. Rumana Islam, Professor, Department of Law, East West University; Mr. Fowzul Azim; and Dr. Mohammad Ershadul Karim. During the opening ceremony, Professor Dr. Rumana Islam highlighted that the workshop offered a valuable opportunity for students to learn about legisprudence and emphasised its importance in legislative drafting. Her remarks underscored the need to understand the principles behind lawmaking and to develop legislation through a structured and thoughtful approach.

Following the opening ceremony, the programme began with an introductory session conducted by Ms. Tohinur Islam, Executive Director and Co-Founder of Map of Justice. The session included the introduction of speakers and participants, opening remarks, and an overview of the workshop’s objectives.

The academic sessions commenced with Session One, titled “Key Principles and Practical Model of Law Reform Research,” conducted by Mr. Fowzul Azim, Retired Senior District and Sessions Judge and former Chief Research Officer at the Bangladesh Law Commission. The session introduced participants to the key principles of legisprudence and explained the methodology and process of model-based law reform research.

Session Two, titled “The Lawmaking and Reform Process: The Bangladesh Context,” was conducted by Dr. Mohammad Mohiuddin, Additional Secretary, Legislative and Parliamentary Affairs Division, Ministry of Law, Justice and Parliamentary Affairs. The session focused on the lawmaking and reform process in Bangladesh and provided participants with an understanding of the procedures involved in legislative development.

The third session, titled “International Best Practices in Law Reform Research,” was conducted by Dr. Mohammad Ershadul Karim, Associate Professor of Law at Universiti Malaya, Malaysia. The session explored international approaches to law reform research and highlighted the importance of effective, evidence-based legislative reform, particularly in addressing emerging challenges relating to technology and law.

Following the morning sessions and the lunch break, participants took part in a practical exercise moderated by Map of Justice. Working in groups, they applied the principles and methodologies introduced during the earlier sessions to develop proposed legislative reforms within the context of the Bangladeshi legal system. The exercise encouraged collaborative problem-solving and enabled participants to apply their understanding of legisprudence to practical legislative issues.

The practical exercise was followed by presentations of the proposed reforms and expert feedback. Mr. Fowzul Azim, Dr. Mohammad Mohiuddin, and Dr. Mohammad Ershadul Karim shared their observations and feedback on the participants’ presentations. This session allowed participants to discuss their proposed reforms, receive expert guidance, and gain further insights into the development of effective legislation.

The workshop brought together 18 participants from different universities and professional backgrounds. Participants included lecturers from Canadian University of Bangladesh, Eastern University, Sylhet International University, and the University of Chittagong, alongside students and graduates from East West University, BRAC University, the University of Dhaka, Independent University, Bangladesh, Jahangirnagar University, Gopalganj Science and Technology University, American International University-Bangladesh, and Bangladesh University of Professionals. Legal professionals and interns from the Attorney General’s Office of Bangladesh also participated in the programme.
