Dr. Dilara Begum is a Professor and Chairperson, Department of Information Studies and Librarian (In-Charge) at East West University, Dhaka, Bangladesh. She was a former fellow of IFLA, ALP (Victoria University of Wellington, New Zealand). With a rich history of over 26 years in research, teaching, and information management, Dr. Begum has significantly influenced the academic and practical fields of library and information sciences. In the international arena, she has garnered recognition through numerous roles. Notably, she has been elected as a Governing Board Member of the International Federation of Library Associations and Institutions (IFLA) for the 2023-2025 term and has served as the elected Professional Division Committee Chair-C and an Asia Oceania Regional Division Committee member of IFLA from 2021-2023. Her influence extends to varied and pivotal roles, such as serving as General Secretary of DLNetSA and Country Coordinator of the Information Literacy Consortium sponsored by UNESCO, President (Acting) of Library Association of Bangladesh (LAB), among others. A standout accomplishment in her career is the establishment of the Department of Information Studies at East West University.
Dr. Dilara has more than 50 scholarly articles in peer-reviewed journals published by renowned publishers such as Emerald Publishing Limited, SAGE Publishing, Routledge etc. She has edited a book on Knowledge Management, Governance, and Sustainable Development Lessons and Insights from Developing Countries published by Routledge; an imprint of the Taylor & Francis Group, UK. [ISBN: 9780367546281]. She is working as Regional Editor for Digital Library Perspectives Journal, indexed in Scopus; Published by Emerald Publishing Limited. She is also working as an executive editor of the International Journal of Information Studies and Knowledge Management [ISSN 2789-5920, E-ISSN 2790-3265].
As an invited speaker, Dr. Begum has presented academic papers in more than sixty international and national conferences and seminars in USA, Mexico, UK, France, Spain, Netherlands, Ireland, Sweden, Norway, South Africa, Greece, Estonia, Bosnia and Herzegovina, Turkey, Malaysia, China, Indonesia, Thailand, India, Sri Lanka, Nepal, etc. She has been awarded with the prestigious award, "Prof. Indira Parikh 50 Women in Education Leaders" on 05th July 2018 in Mumbai at the World Education Congress recognizing her contribution in education. Recently, she honored with the ‘Lifetime Achievement Award 2023’ by COLLNET, Society for Library Professionals (SLP) and Special Libraries Association (SLA), Asia Community for her outstanding contribution in research, collaboration, and library development for more than 25 years. In addition to her academic and organizational contributions, Dr. Begum has also been a pivotal consultant for over 30 public and private organizations, guiding them in developing their library systems. Her expertise particularly shines in the realms of digital libraries, library automation, and website design.
